It only limits their spiritual pressure, not their physical capabilities such as speed etc, and Byakuya doesn't even need 20% of his power to perform a couple of flash steps (and could've done it before tsukishima hit him). This fight makes me so mad

the 20% power nerf is the biggest plot point in the starting of the Arrancar arc

beginning of the arrancar arc, around the time when Ikkaku uses his bankai for first time IIRC
